WORK SESSION MEETING
August 7, 2019
The Work Session Meeting of the Town of Royalton Town Board was held on Wednesday, August 7, 2019, at the Royalton Town Hall, 5316 Royalton Center Road, Middleport, New York. Supervisor Bragg called the meeting to order at 5:30 PM.

Resident Frederick McCain, Mill Road, Gasport is here this evening to discuss drainage and water issues that he has had since 2013. Mr. McCain has lived at this address for 35 years. He has water issues since the Water Department did some work on the road. When they back filled the hole they put stone in the hole. As we know water goes to the lowest point. The water drains for ½ mile. The water is flowing under the road and into his yard. If it wasn’t for a hole in his yard that helped drain the water he would be in trouble. Water/Sewer Superintendent Cummings said that he has been aware of this since it happened. Cummings mentioned they are working on the Singer Water Project and maybe some of the clay dirt from that project might work.
Highway Superintendent Spark mentioned the Snow & Ice Contract regarding insurance. Discussion ensued.
Highway Superintendent Spark stated that they are working on ditching. The second roadside mowing has been done. He is currently working on Grove Road. Spark is continuing to talk about the tree issues with the fall zone in our right away. Supervisor Bragg advised Spark to pick a road to start with and come up with a notice/permission slip to be given to the residents. Supervisor Bragg to check with our
Insurance Company and see what coverage we have on this.
Water/Sewer Superintendent Cummings has started the Singer Water Project. Cummings is looking to purchase a build a box system from Vellano Shoring & Supply in the amount of $9,530.00. Case Boring is also assisting with this project. Cummings thanked Spark for helping out with the excavator.
Town Engineer, Mr. Paul McGarvey talked about the WWTP Disinfection Study ($20,000), Ditching Plan, & Water & Sewer Department Capital Plan and Financial Analysis.
Supervisor Bragg mentioned we miss grants because of not having a plan. This is why we looked into the Disinfection Study for $20,000. Bragg will get a copy of the scope.
Dog Control Officer, Wymyczak we are not receiving notice and back up on dog bites from the County or the Niagara County Health Department. Both of these departments need to be notifying us.

Councilman Walker mentioned that we should have a Grounds Keeper that would look out for the cemeteries and do the mowing. Tree trimming at RMRC we still don’t have finalized numbers. Discussion ensued.
Councilwoman Wittcop mentioned that the Cemetery Committee did receive quotes from three tree service business regarding the RMRC tree removal and trimming. These quotes came in with different amount of trees to be removed and trimmed. The tree trimers were turning quotes into Town Clerk, Marie L. Little. Discussion ensued.
Councilwoman Wittcop mentioned the Court expansion and the dimensions. Councilman Rehwaldt is going to sit down with the architect.
Councilwoman Wittcop contacted Albany regarding the Road side mowing. The mowers were out the next day. They started on Riddle Road.
Deputy Town Clerk, Patricia A. Hinds mentioned we received a letter from Gasport Chemical Hose Company regarding they were in favor of accepting Donald Spencer of Gasport as a member.

Highway Superintendent Spark stated that Brian Bobbit from the Village of Middleport would like to attend out meeting regarding the water issues at the old Gogolack residence.
Attorney Thomas Brandt had nothing to report at this time.
Councilman Criswell mentioned that the new LED lighting has been dropped off at the Royalton Highway garage.
Councilman Rehwaldt asked if the Highway Department could help us out with the Cemetery. Highway Superintendent Spark advised how busy they are. We pick up brush two days a week with two employees. Maybe we should look at a brush schedule?
Supervisor Bragg mentioned that NYSEG has asked for an increase.
Supervisor Bragg attended the 90th Birthday at the Royalton Hartland Community Library.
Supervisor Bragg stated that we needed to go into Executive Session for the purpose of discussing the “Medical, financial, credit or an appointment, promotion, demotion, discipline or removal”, a motion was made by Councilman Rehwaldt, seconded by Councilman Walker.

Discussion ensued regarding an issue addressed by Daniel Bragg.
There were no formal minutes taken.
A motion was made by Councilwoman Wittcop, seconded by Councilman Rehwaldt to close the executive session at 7:10.
There being no further business to come before this board, a motion was made by Councilman Walker, seconded by Councilman Criswell and carried unanimously that the Work Session be adjourned at 7:15 PM.
