TOWN OF ROYALTON

YEAR-END BOARD MEETING

                                                                        December 29, 2010

The Year End Board Meeting of the Town Board of the Town of Royalton was held on Wednesday, December 29, 2010, at the Royalton Town Hall, 5316 Royalton Center Road, Middleport, New York.  The meeting was called to order by Supervisor Richard J. Lang at 4:02 PM with the Pledge to the Flag.         

The following were present:

ADDITIONS OR CORRECTIONS TO THE MINUTES

There were no additions or corrections to be made to the minutes as presented by the Deputy Town Clerk Jill Seelbinder.  

PUBLIC COMMENT - AGENDA ITEMS

There was no public comment regarding agenda items to come before the town board at this time. 

COMMUNICATIONS / PETITIONS

Lorretta Criswell mentioned that Marie Little will be purchasing a new computer to work from home.  Jack Newer from Accurate would be able to set her up to work from home.  The Town of Royalton will just be paying for the setting up of the computer and his time spent doing this.  Thomas Brandt asked if we had a server, we have a website, who runs the website?  Jill Seelbinder said that Marie Little & Councilwoman Jennifer Bieber maintain and update the website.  She also thinks that Deputy Town Clerk/Water Clerk Barb Bartholomew also knows how to go into the website discussion pursued.  

Lorretta Criswell mentioned that Daphne Berg would like to purchase 14 Windows 7 updates because everyone in the building except Marie Little and Barb Bartholomew are 2003.  That was the last update to Windows 98.  We want to 

go to Windows Seven and she has a very good price from the fella from the Microsoft store and he is going to sell us 14 Windows Seven for $2,719 our thing was that he only took credit card or debit card and our credit cards only hold up to $2,000.  Trudy at HSBC called Supervisor Richard Lang today and said that she would give us a line of credit as long as it was paid by January 12th.   

RESOLUTION  175-11

Regarding Marie Little Town Clerk has a home computer with connections to our server as long as there will be a very secure system.  Jack Newer from Accurate will be providing this secure system.  Councilman Bragg has a lot of faith in him.  On a motion made by Councilman Budde, seconded by Councilman Bragg, the following was

RESOLUTION 176-11

Allow an extend Line of Credit to purchase the 14 Windows 7 updates and that the payment to be made prior to or be made by January 11, 2011 quickly.  Knowing that everybody can't turn around once this update is in place.  There is a problem now with the different versions in place.  We acknowledge that we have some computer issues that are older than the hills and should be looked at.  Deputy Town Clerk Jill Seelbinder said that her computer and the DEC computer will have to be updated before the new Windows 7 is installed.   On a motion made by Councilman Budde, seconded by Councilman Bragg, as following was

Lorretta Criswell asked we would like to encumber approximately $1,400 because Rapids Volunteer Fire Company hasn't sent us a bill yet for their physicals this year.  We are supposed to pay 10 firemen's physicals as per contract and I had Jennifer give the president or the chief a call because I know she talks to them quite frequent and she said there is an issue with the billing company that they got their physicals from but as of know I haven't seen anything.  Councilman Budde mentioned that we are going to have to pay this amount and he was glad that we had some explanation as to why we haven't received a bill yet.  We are going to have to encumber this amount.  If it is in the system and it sounds like it all ready is then they are trying to get resolved and it is in their contract

On a motion made by Councilman Bragg, seconded by Councilman Bragg, as following was

NEW BUSINESS

There was no new business that came before the town board at this time.

PUBLIC COMMENT - GOOD AND WELFARE OF THE COMMUNITY

Thomas Bryant mentioned a magazine he received regarding the Attorney Belva Lockwood on Griswold Street.  She is one of the top 20 lawyers in the United States for trial lawyers.  It was a two or three pages long with pictures and I wanted to bring it today but I left it home.  He will bring in the magazine in.  It's a very nice article regarding her accomplishments and he didn't realize that she was that accomplished.  Jesse Bieber said that she was big in Indian affairs.  She was the first to argue in front of the Supreme Court and she wanted to argue in front of them and they said no so then she had to partition congress and congress had to pass a law to force it to allow women to argue in front of them.  She got the law to pass and then she was the first one.  So she was more than just a local person.

Supervisor Richard Lang mentioned that our Sales Tax for November and it is up $110,534.84 were last year it was $98,331.61 so we are up overall $30,953.96 for the year over last year.    That is good.  He was happy with that.

Supervisor Richard Lang mentioned that he got the latest NYS Fire laws code book.   

RESOLUTION FOR PERMISSION TO PAY THE BILLS 

RESOLUTION 177-11

On a motion made by Councilman Budde, seconded by Councilman Bragg, to pay the remaining bills for 2010 that amount to $67,801.50, the following resolution was

                        NAYS  0          None                                        MOTION CARRIED

There being no further information to come before this board, a motion was made by Councilman Budde, seconded by Councilman Bragg and carried unanimously that the Year-End Board Meeting be adjourned at 4:20 PM.
