SPECIAL TOWN BOARD MEETING
June 1, 2007
A Special Meeting of the Town Board of the Town of Royalton was held on Friday, June 1, 2007 at the Royalton Town Hall, 5316 Royalton Center Road, Middleport, New York. Supervisor Cal Rhoney called the meeting to order at 11:15 AM.

Town Clerk, Marie L. Little, RMC, presented the proof of publication for this meeting.
The purpose of the Special Meeting was to discuss the bid proposals for the three (3) bridge projects in the Town of Royalton.
Mr. Ken Strell, Engineer, TVGA, stated that the bids were opened on Wednesday, May 30, 2007 @ 11:00 AM. The low bidder for all three (3) bid projects was Yarussi Construction. The total bid for all three (3) projects is $563,906.05.
Mr. Strell stated that the reason we are meeting today is to decide how to award the contracts. He is looking for direction from the board on how to proceed. Does the board want to award one bridge, two bridges, or all three bridges? Mr. Strell stated that he has to process an award to the contractor so that the materials can be ordered. The contractor will need to get started in a timely fashion so that the Freeman Road Bridge can be open for the start of school in September.
Supervisor Rhoney stated that we have $160,000.00 from Senator Maziarz and our bridge fund generates about $117,000.00 a year. We have $100,000.00 from last year plus $100,000.00 from this year which makes it $360,000.00. If we bid it, the first year is free, so that will be another $100,000.00 and we will have $460,000.00. By the time our first payment comes due, we will have $560,000.00. That does not include the extra $17,000.00 per year. Supervisor Rhoney stated that by the time our first payment came due, we could pay off the bridges, if his figures are correct.
Ken Strell, Engineer, stated that if the board chose to go with all three bridges, the best way to go would be to purchase a BAN the first year so we could fund the project and get it complete, then we will know the final project amount. If there is any bonding associated after that, we will have a good handle on where we are at.
Supervisor Rhoney stated that we have $360,000.00 now and will have $460,000.00 by next year and he would like to do all three at the same time. Due to an unexpected slow down in the construction industry, we have received bids that are phenomenally low and he doesn't feel that we should let this opportunity go.
Councilman Lang asked what the fees will be for the Engineer and the Attorney for this project. Mr. Strell stated that the Engineer and Attorney fees run approximately 15% of the total project cost.
Councilman Stahl suggested taking $100,000.00 and putting it in a separate CD to make more money. Highway Superintendent Terry Nieman suggested a Money Market fund to make more interest. Supervisor Rhoney stated that the funds are actually in a Money Market fund now.

BRIDGE PROJECT - BID AWARD TO YARUSSI CONSTRUCITON
On a motion by Supervisor Rhoney, seconded by Councilman Criswell, the following resolution was

Resolved to accept the bid proposal from Yarussi Construction to do all three (3) bridge projects as a cost of $563,906.05.
Councilman Lang asked what the next step is. Mr. Strell, Engineer, stated that he will notify the contractor today so that they can get the necessary paperwork prepared.
Supervisor Rhoney thanked Mr. Strell for all of his hard work getting these bid proposals ready so quickly.
Town Clerk Marie L. Little, RMC, asked the board to have the family health insurance plan switched over to her name as her husband, Scott Little, has resigned his full-time position with the Town of Royalton effective June 12, 2007. Ms. Little stated that she has been covered under her husband's policy and has never asked for the opt-out benefit as part of her Town Clerk's salaried position in the five (5) years that she has held this position. The Town Board members agreed unanimously to authorize this change.
There being no further business to come before this board, a motion was made by Councilman Lang, seconded by Councilman Stahl, and carried unanimously that the meeting be adjourned at 12:35 PM.
