REGULAR BOARD MEETING
November 18, 2013


The Regular Board Meeting of the Town of Royalton was held on Monday, November 18, 2013, at the Royalton Town Hall, 5316 Royalton Center Road, Middleport, New York. Supervisor Jennifer Bieber called the meeting to order at 7:05 PM with the Pledge to the Flag.

There were no additions or corrections of the minutes as presented.


PUBLIC COMMENT – Agenda Items Only

There was no public comment to come before the board at this time regarding the agenda.


COMMUNICATIONS / PETITIONS
Town Clerk Little stated that she has received a notice from the S.E.R.V. Niagara regarding a “Food Drive for Veterans In Need”. This will be held on Sunday, November 24, 2013 from 3:00 PM – 5:00 PM at Christ Community Church, 140 Genesee Street, Lockport, New York. There are bins set up in the vestibule of the Town Hall for anyone wishing to make any donations of non-perishable food items and hygiene products. They are also accepting new and gently worn coats, gloves, hats, scarves, socks and boots.

Resolved to accept the Supervisor’s report for the month of October, 2013.


RESOLUTION 119-13
AUDITIORS CONTRACT – BERRY & BERRY, CPA’s
On a motion made by Councilman Rehwaldt, seconded by Councilman Criswell, the following was
ADOPTED AYES 5 Bieber, Bragg, Budde, Criswell, Rehwaldt
NAYS 0 None MOTION CARRIED
Resolved to authorize Supervisor Bieber to sign a three (3) year contract with Berry & Berry, CPA’s for their Accounting services. Pricing for each year will be as follows: 2014 – $9,500.00, 2015 - $9,700.00, 2016 - $9,900.00.

BOARD OF ASSESSMENT REVIEW APPOINTMENT
On a motion made by Councilman Budde, seconded by Councilman Bragg, the following was

Resolved to reappoint Scott G. Little to the Town of Royalton Board of Assessment Review. Term of office will be October 1, 2013 – September 30, 2018.

BUDGET AMENDMENT – HIGHWAY DEPARTMENT
On a motion made by Councilman Rehwaldt, seconded by Councilman Criswell, the following was

Resolved to make a Budget Amendment for the Highway Department in the amount of $8,000.00 FROM SD8540.4 – Drainage, Contractual TO SD8540.1 – Drainage, Personnel.

PURCHASE OF THREE (3) AED MACHINES
On a motion made by Councilman Bragg, seconded by Councilman Budde, the following was

Resolved to authorize Supervisor Bieber to spend between $3,000.00 to $5,000.00 to purchase three (3) AED machines through a grant for use by various Town of Royalton departments.

HIGHWAY GARAGE – INSULATION PROJECT

Resolved to authorize MIG Insulation to install 7,000 square feet of 16” R49 insulation in the Highway Garage at a cost not to exceed $6,900.00

Resolved to Amend the 2013 Budget to designate $28,800 FROM the Sewer Fund Balance to Revenue Line SS3990 – State Aid, Sewer Study. The $28,800.00 will be returned to the Sewer Fund Balance when the Grant Funds are received by the Town of Royalton.

On a motion made by Councilman Criswell, seconded by Councilman Bragg, the following was

Resolved to refer the request of Mr. Kyle Brent, Brent Industries, LLC, to the Town of Royalton Planning Board for their review and recommendation for rezoning the property located at 9952 Mountain Road, Middleport. The proposed change will be to change the zoning from Residential to Light Industrial at this specific location.


RESOLUTION 131-13
NIAGARA MILITARY AFFAIRS COUNCIL (NIMAC)
On a motion made by Councilman Bragg, seconded by Councilman Budde, the following was
ADOPTED AYES 5 Bieber, Bragg, Budde, Criswell, Rehwaldt
NAYS 0 None MOTION CARRIED
Resolved to contribute $500.00 to the Niagara Military Affairs Council (NIMAC) for use in supporting the Niagara Falls Air Reserve Station (NFARS) in 2014. There are many reservists and civilian employees that live in the Town of Royalton and the NFARS has a $168 million dollar annual economic impact on Niagara County. Funds to be used to prepare for the possible BRAC (Base Realignment and Closure) process that has been asked for in the last two (2) federal budgets.

PUBLIC COMMENT – GOOD & WELFARE OF THE COMMUNITY
Highway Superintendent Nieman asked who will be notifying the fuel companies of the bid results. Town Clerk Little stated that she will mail out letters to both companies advising them of the bid awards.
There being no further information to come before this board, a motion was made by Councilman Budde, seconded by Councilman Rehwaldt and carried unanimously that the Regular Board Meeting be adjourned at 7:13 PM.
