REGULAR BOARD MEETING
March 8, 2010
The Regular Board Meeting of the Town Board of the Town of Royalton was held on Monday, March 8, 2010, at the Royalton Town Hall, 5316 Royalton Center Road, Middleport, New York. The meeting was called to order by Supervisor Richard J. Lang at 7:30 PM with the Pledge to the Flag.

ADDITIONS OR CORRECTIONS TO THE MINUTES
There were no additions or corrections to be made to the minutes as presented by the Town Clerk.
PUBLIC COMMENT
There was no public comment to come before the board at this time.
COMMUNICATIONS / PETITIONS
Town Clerk Little read a flier regarding the upcoming Free CPR/First Aid Training Class that will be held at the Wolcottsville Volunteer Fire Company on April 17, 2010 from 9:00 AM - 1:00 PM. This class is being sponsored by Rural Metro Ambulance and is FREE to all residents of the Town of Royalton. Anyone interested in attending is asked to register on-line at www.wolcottsvillefire.com
Councilman Rehwaldt read a flier regarding an Informative Meeting sponsored by the Wolcottsville Community Christian Men's Club which will be held on Tuesday, March 16, 2010 at 7:00 PM. The meeting will be held at St. Michael's Lutheran Church, 6379 Wolcottsville Road. There will be a representative from Hospice as the guest speaker at this meeting.

On a motion made by Councilman Bragg, seconded by Councilman Rehwaldt, the following resolution was

Resolved to call for a Public Hearing regarding the Outdoor Boilers on Monday, April 12, 2010 at 7:15 PM. (Rescheduled from the March meeting).

REPAIR & PAINT 2002 CAT PAYLOADER
On a motion made by Councilman Budde, seconded by Councilman Bragg, the following resolution was

Resolved to authorize Terry Nieman, Highway Superintendent, to have the 2002 Cat Payloader repaired, sandblasted, primed and painted at a cost of $5,400.00. If additional sheet metal repairs are necessary after sandblasting is completed, there will be an additional charge of $60.00 per hour. The work will be completed by Hahn Sales & Services, who provided the lowest price quote for this job. The price quotes received are as follows:
Hahn Sales & Service $5,400.00 + Additional $60.00/hour if needed for repairs

PHONE MAINTENANCE CONTRACT
On a motion made by Councilman Bragg, seconded by Councilwoman Bieber, the following resolution was

Resolved to authorize Supervisor Lang to cancel the phone maintenance contract with Avaya. This will result in a cost savings of $71.65 per month.

BUILDING INSPECTOR / CODE ENFORCEMENT OFFICER
On a motion made by Councilwoman Bieber, seconded by Councilman Bragg, the following resolution was

Resolved to appoint Thomas Arlington to the Part-Time positions of Building Inspector and Zoning Enforcement Officer effective July 12, 2010. Positions will be based on the salary and hours approved at the February 8, 2010 town board meeting. ($16,000.00 per year with a total of 750 hours per year)

On a motion made by Councilman Rehwaldt, seconded by Councilwoman Bieber, the following resolution was

Resolved to acknowledge that the Town Board members have examined and audited the 4th Quarter Report for the two (2) Town Justice Courts.

EXTENSION OF CEMETERY MOWING CONTRACT
On a motion made by Councilman Budde, seconded by Councilman Bragg, the following resolution was

Resolved to authorize the extension of the Cemetery Mowing contract with Hausrath Landscaping, Inc. The cost for the Royalton Mountain Ridge Cemetery will be $8,400.00 and the three (3) small abandoned cemeteries will be $1,350.00.

Resolved to extend the fuel contracts with NOCO and Drum Oil & Propane as per the extension clause in our original contract. Price margins to remain the same.

Resolved to authorize Supervisor Lang to hire Ms. Lorretta Criswell to the position of Confidential Secretary for three (3) days per week.

On a motion made by Councilman Bragg, seconded by Councilwoman Bieber, the following resolution was

Resolved that the Town Clerk be and she hereby is authorized to draw a warrant upon the funds of the Supervisor in the amount of $596,227.58 covering vouchers #195-357 for Abstract #3 for the year 2010 for the Town Hall, Highway Department and the Water /Sewer Department.

There was no unfinished business to come before the board at this time.

There being no further information or discussion to come before this board, a motion was made by Councilwoman Bieber, seconded by Councilman Budde and carried unanimously that the Regular Board Meeting be adjourned at 7:37 PM.
