REGULAR BOARD MEETING
October 21, 2019
The Regular Board Meeting of the Town of Royalton was held on Monday, October 21, 2019 at the Royalton Town Hall, 5316 Royalton Center Road, Middleport, New York. Supervisor Daniel Bragg called the meeting to order at 7:00 PM. The Pledge to the Flag was recited.

SUPERVISOR’S MONTHLY REPORT
On a motion made by Councilman Criswell, seconded by Councilwoman Wittcop, the following was

Resolved to accept the Supervisor’s Report for the month of September 2019.

SPEED REDUCTION REQUEST – BUNKER HILL ROAD
On a motion made by Councilwoman Wittcop, seconded by Councilman Rehwaldt, the following was

NAYS 0 None MOTION CARRIED
Resolved to submit a TE-9 Form to the Niagara County Division of Highways to request a speed reduction from 55 MPH down to 35, 40, or 45 MPH on Bunker Hill Road from Dewhirst Road to the Royalton Center Road intersection. The homeowner living on this corner has submitted a calendar with all of the accidents that have happened at the corner of Bunker Hill Road and Royalton Center Road.

TRICK OR TREAT HOURS
On a motion made by Councilman Rehwaldt, seconded by Councilwoman Wittcop, the following was

Resolved to set the Trick or Treat hours on Halloween from 5:00 PM – 7:00 PM, to be consistent with the Village of Middleport.

REQUEST TO EXTEND FUEL CONTRACTS
On a motion made by Councilman Criswell, seconded by Councilwoman Wittcop, the following was

Resolved to request an extension for our Fuel Bid Contracts with Drum Oil & Propane and NOCO for the calendar year 2020.

PUBLIC COMMENT – GOOD & WELFARE OF THE COMMUNITY
Dr. Hank Stopinski, Royalton-Hartland School Superintendent, addressed the Town Board regarding the low water pressure at the Gasport Elementary School. For the past several months they have had several alarms going off due to low water pressure for fire suppression. The optimum pressure is 60 and the current pressure is 40. Dr. Stopinski stated that he is interested in partnering with the Town to apply for grant funding for a project to correct this issue. Water/Sewer Superintendent Cummings stated that he spoke with our Town Engineer regarding a proposal for a joint water project. This would run from Kayner Road to Route 31 and then to Orchard Place and the elementary school.
Councilman Rehwaldt stated that he would like to see if we could tie this in to the current water projects in the Hamlet of Gasport. Councilwoman Wittcop asked if we could possibly consider this a shared service for both parties, as this is something the Governor is always looking for.
There being no further information to come before this board, a motion was made by Councilman Rehwaldt, seconded by Councilman Wittcop and carried unanimously that the Regular Board Meeting
be adjourned at 7:10 PM.
