WORK SESSION MEETING May 8, 2019 

 

 

The Work Session Meeting of the Town of Royalton Town Board was held on Wednesday, May 8, 2019, at the Royalton Town Hall, 5316 Royalton Center Road, Middleport, New York.  Supervisor Bragg called the meeting to order at 5:30 PM. 

 

The following were present: Supervisor    Daniel R. Bragg Town Clerk    Marie L. Little, MMC/RMC Town Board Members  Lee Criswell, Bradley Rehwaldt, Joshua Walker, Carol Wittcop Highway Superintendent  James Spark  Water/Sewer Superintendent  Brian Cummings Town Attorney   Thomas Brandt Town Engineer   Paul McGarvey – GHD 

 

Highway Superintendent Spark updated the board members on the activities of his department.  They will begin road striping next week.   

 

Highway Superintendent Spark advised the board members that he would like to update the Bobcat this year under the NYS contract at a cost of $4,369.60.  A resolution will be put forth on the agenda. 

 

Highway Superintendent Spark asked the board members for authorization to purchase a Bush Hog Model #3810 at a cost not to exceed $16,000.00.  A resolution will be put forth on the agenda.   

 

Highway Superintendent Spark advised the board members that his department has been doing bridge inspections around town.  We will need to repair the guard rail and headwalls on Mann Road.  Hwy. Supt. Spark received a quote of $18,900.00 for this work from Hylkema. 

 

Highway Superintendent Spark advised the board members that the Mill Road bridge over 18-mile creek  has structural failure of the I-beams.  The deck was replaced 40 years ago.  Highway Superintendent Spark stated that we have the supplies to do a new deck but we will need to purchase the steel.   

 

Highway Superintendent Spark advised the board members that we need blinker beacons for the Bunker Hill Road curve as there was another accident there this past weekend.  We can use an LED solar sign with a single flashing light.   

 

Ms. Ann Aquilina, LaBella Associates, reviewed the bids for the Sewer Project.  Discussion ensued regarding this project.  The bid will be awarded to 4th Generation Construction, Inc. without Alternate #2 included.  The total figures are to be received from LaBella by 5/10/2019.   

 

Water/Sewer Superintendent Cummings updated the board members on the Griswold Street Waterline Project.  We are not going to have all the easements in time for the May 20th deadline.  We will need to request an extension from Milherst Construction.  Suggestion was to request a 60-day extension.  Water/Sewer Superintendent Cummings advised the board members that he finally got a contact for National Grid and this part will be a process.   

 

Water/Sewer Superintendent Cummings advised the board members on the Singer Road project and the DOT is two (2) months behind for road bores. 

 

Town Engineer Paul McGarvey updated the town board on where we stand with the WWTP Disinfection planning grant

Councilman Walker had nothing to discuss at this time.   

 

Councilwoman Wittcop advised the board members that there will be a Cemetery Committee meeting in June to discuss the tree work that we requested quotes for.   

 

Councilwoman Wittcop stated that there will be another Court Expansion meeting set up after we receive the updated drawings from the architect.   

 

Town Clerk Little reminded the board members that the Electronic Recycling Day has been scheduled for Monday June 10th from 7:00 AM – 6:00 PM. 

 

Town Clerk Little advised the board members that the contract has been received from GPI for the BridgeNY Culvert Project for the Mountain Road/Johnson Creek Culvert Replacement Project.  Attorney Brandt to review these documents prior to Supervisor Bragg signing the agreement.   

 

Town Clerk Little reminded the board members that we have two (2) Public Hearings scheduled for Monday, May 13th regarding the extension of terms for the Supervisor and the Highway Superintendent.  There will also be a Public Information Session regarding the LOSAP Program for the volunteer firefighters.   

 

Town Clerk Little reminded the board members that the Public Information Session scheduled for the “Lagoon Project” will be held at the Wolcottsville Volunteer Fire Company on Wednesday May 15th at 7:00 PM. 

 

Town Clerk Little advised the board members that we have received a request from the Wolcottsville Vol. Fire Co. to accept Christopher Carier as a Social Member of their company and to remove Joshua Miszuk from the insurance rolls as he has resigned.  A resolution will be put forth on the agenda regarding these requests.   

 

Town Clerk Little advised the board members that we have received a request from the Gasport Chemical Hose Company to accept Robert Frazier as an Active Member of their company.  A resolution will be put forth on the agenda regarding this request.   

 

Town Clerk Little advised the board members that the American Diabetes Association Tour de Cure has submitted a request to utilize our facilities at the Town Hall on Saturday, June 1st for their annual bike ride.  The expect to be here from 8:45 Am – 12:10 PM with approximately 50 cyclists during that time.  A resolution will be put forth on the agenda regarding this request.   

 

Town Clerk Little advised the board members that we have received information from Clem Chung at LaBella Associates regarding an Addendum to the Sewer Plant Project.  This is a proposal for the inspection services and was submitted by CME Associates, which are a NYS Certified Woman-Owned Business and would count toward the 30% goal for MWBE participation in this project.  Attorney Brandt to review this information.   

 

Town Clerk Little advised the board members that we have received a proposal from GHD for the Disinfection Study.  There is a copy on file for review and signature from Supervisor Bragg, if approved. A resolution will be put forth on the agenda regarding this proposal.

Town Clerk Little advised the board members that we have received three (3) quotes for the tree removal and trimming in the Royalton Mountain Ridge Cemetery.  The last proposal received, although higher than the others, advised us that they take special precautions to care for the grave stones by placing heavy rubber mats over the graves and headstones to prevent any damage from falling limbs.  They also put down these mats as a roadway to prevent damage to the cemetery.  They have quoted a total of ten (10) removals, instead of the original six (6) that were identified.  When they walked the cemetery and checked a few of the trees that were marked for pruning they pulled off some of the bark to find that there are severe cracks down the center and felt that it would be a waste of our money to prune them now and have to remove them in less than a year.  It is up to the cemetery committee and board members if you would like to have the other two (2) companies who submitted a quote and ask them to submit an updated quote so that everyone is quoting on the same thing.  The additional trees will be marked with green paint at the bottom so that they can be identified.  The board felt that this would be a good idea.  Town Clerk Little will contact the other companies regarding this update.  One of the contractors also subbested that we take pictures of the trees throughout the cemetery prior to any work being done so that we know what will e done now and keep track of it in the future.   

 

Town Clerk Little advised the board members that we have had some major vandalism in Vets Park.  The security cameras have been installed.  Supervisor Bragg and Town Clerk Little met with Chris from Pathfinder Solutions and have authorized the installation of a 4G Hotspot so that the cameras can be viewed directly at Town Hall or the Water Department instead of having to go to the park and plug in to the equipment to review the tapes.   

 

Water/Sewer Superintendent Cummings advised the board members that the battery pack needs to be replaced in the AED machine at the water plant.   

 

Attorney Brandt advised the board members that things are not going well with the bids for the BAN’s for the Sewer Plant Project.  There was only one (1) bid received for the first one.  Discussion ensued regarding this issue.   

 

Councilman Criswell discussed the email received from Nate Carr regarding the Lagoon Project.  Mr. Nate Herendeen will be there to answer questions as well.  The Zoning Board is in charge of the final decision.  Agri-Business is a permitted use.  A lengthy discussion ensued regarding this issue.  A moratorium can be imposed for this type of project.   

 

Councilman Rehwaldt asked if the architect should wait for the court to move forward.  Discussion ensued.   

 

Supervisor Bragg advised the board members that we met with the Berry’s for the AUD review.  We will talk in June or July about setting up some more reserve funds.  Supervisor Bragg stated that we may want to consider going to “CLASS” with our funds to gain additional interest.   

 

There being no further business to come before this board, a motion was made by Councilwoman  Wittcop, seconded by Councilman Walker, and carried unanimously that the Work Session be adjourned at 6:50 PM.
