TOWN BOARD WORK SESSION
July 5, 2012
A Work Session Meeting of the Town Board of the Town of Royalton was held on Thursday July 5, 2012, at the Royalton Town Hall, 5316 Royalton Center Road, Middleport, New York. Supervisor Jennifer Bieber called the meeting to order at 5:35 P.M.

REGULAR AGENDA
Douglas Bennett - Town Engineer
* East Avenue pump station from Yarussi Contractor is very close to closing out.
* Kenneth Strell, TVGA is working on a Planning Grant for Collection System upgrades with Ms. Sisk. TVGA fee will be $35,000, and the Grant is a 20% matching grant.
Jesse Bieber - Historian
•· Nothing to report at this time.
Lee Criswell - Councilman
•· Working on contact with Bedford.
•· Also working on Union Contract negotiations.
Thomas Brandt - Attorney
•· Thomas Brandt is going to advertise for a grave digger for the Town of Royalton. Position will be a contractor and not a Town employee. The position will be for digging, foundations, back filling, seeding and removing of extra soil. James Budde, Councilman, asked if we were currently going to use the person that we are currently with for the remainder of the year.
Pat Hinds - Deputy Town Clerk
•· Marie Little, Town Clerk asked where do we stand with someone to oversee the cemetery. Last month it was left that we were going to advertise a position but I have no information on what was decided. What exactly are we looking for? Discussion ensued. Thomas Brandt, Attorney to put add in the paper for contractor position.
James Budde - Councilman
•· The request for a children at play sign to be located on Forest Road. Discussion ensued. There was mention made that there were two deaf residents that live on this road. Terry Nieman, Highway Superintendent, is looking into a sign for this.
•· Assembly bill in motion to go on record that we support this bill. This will be a resolution for Monday's Board Meeting.
Jennifer Bieber - Town Supervisor
•· Sales Tax is up $17,585.63 more than 2011 for the same time period.
•· Grass mowing in Royalton - there has been some progress in this area with various properties being mowed and cleaned up. There are still a few that need to be addressed.
•· Correction to the Board Meeting notes that Legislator Michael Hill will be attending our September Board Meeting and he will be coming to our September Work Session.
•· Somerset has asked us if we are interested in doing shared services of Building Inspector/Code Enforcer. Discussion ensued. It was decided that we weren't in favor and not interested in doing this.
•· Kevin Bligh - Eagle Scout will be presented with a certificate at the beginning of our Board Meeting recognizing him for his efforts.

•· Don Kleinschmidt of L J Klein/Barden Building Supply had asked for an extension of Water & Sewer on the property next to Dr. Kaplansky's office on Route 31. Dr. Kaplansky would like to extend his parking lot by fifty (50) feet to the west. Don Kleinschmidt had presented a written plan
to the Planning Board for consideration. This extension of this 100 feet all of the expenses will be
paid by Don Kleinschmidt. The last time we will extend this was in 1993. This will be a resolution
for Monday's Board Meeting.
•· Royalton Union Cemetery - access to the back of the cemetery. Greg Grigg has said that this will never be a problem for us to access this area to get to the back of the property. We would have a gentlemen's agreement. Jennifer Bieber, Supervisor mentioned that we don't plan on selling any more plots in the back of this property. Discussion ensued. Supervisor Bieber stated that she would like our Attorney to draw up a permanent easement to grant us access to this area of the cemetery.
•· We have received $29,600.29 from our master plan grant for 2008.
•· Royalton Recreation group had saved $1,392.00 by having the parents drop off the kids to Skate Land and Allie Brandt's for two of the Friday events instead of having the parents drop off the kids at the Town Hall. Jennifer Bieber, Supervisor asked if these funds could be moved to a salary line. Discussion ensued. The current rate per hour is $8.00 and up. James Budde, Councilman mentioned that he was not in favor of this. Lee Criswell, Councilman, asked what the going rate per hour was for Highway. The rate is $12.00 per hour. Terry Nieman, Highway Supervisor determines wage on skill set.
Daniel Bragg - Councilman
•· Asked if the original Local Law filing for Local Law No. 1 of the year 2012 is going to include the graphs and what about the glossary that is attached. Thomas Brant, Town Attorney said that this notice is ok and he will be doing all of the talking at the Local Law presentation.
•· Working on the Time Warner Cable franchise renewal that will expire on 1/27/15.
•· Union contract is still going forward.
PUBLIC COMMENT
James Kelly, resident on Foote Road, mentioned that he would like to see the funds that were saved by the Recreation Group go to the Celebration Fund. He also had a question regarding the procurement policy process. He had noticed there were some changes that were brought up at the June Work Session and also a Resolution made at the June Board Meeting regarding revisions. He also asked if the Town of Royalton has a procurement report available as some communities have them. Jennifer Bieber, Supervisor mentioned that attached to the vouchers would be any quotes and any back up that we would have for purchases.
There being no further information or discussion to come before this Town Board, a motion was made by Councilman Budde, seconded by Supervisor Bieber and carried unanimously that the Town Board Work Session Meeting be adjourned at 6:10 P.M.
