REGULAR BOARD MEETING
April 8, 2019
The Regular Board Meeting of the Town of Royalton was held on Monday, April 8, 2019, at the Royalton Town Hall, 5316 Royalton Center Road, Middleport, New York. Supervisor Daniel Bragg called the meeting to order at 7:00 PM with the Pledge to the Flag.

There was no public comment to come before the board at this time regarding the agenda items.
COMMUNICATIONS / PETITIONS
Town Clerk Little read a communication regarding the Swim Program from the Village of Middleport Clerk/Treasurer, Rebecca Schweigert. The Medina/Orleans County summer swim program will be suspended this year due to pool upgrades at Medina. They are exploring the possibility of joining forces with our swim program for the 2019 season.
Town Clerk Little advised the board members that an application for a New Member was received from the Wolcottsville Volunteer Fire Company in the mail today. The application was read aloud and the board chose to take action on this request.

BUDGET AMENDMENTS – WATER PROJECTS
On a motion made by Councilman Rehwaldt, seconded by Councilwoman Wittcop, the following was

Resolved to make a Budget Amendment to cover the Engineering costs for the East High Street and Griswold Street Waterline Projects. Transfer $2,260.00 FROM the Water Capital Reserve Fund TO SW8340.2R-Transmission & Distribution-Waterline Projects.
Supervisor Bragg left the dais and went in front of the Town Board to make a presentation regarding the Length of Service Award Program (LOSAP) for the volunteer firefighters in the Town of Royalton. The LOSAP Program will create a retirement for the firefighters with a cap at $500.00 per month, beginning at age 65, if all of the stringent requirements are met. The proposal would add an additional $64.93 to the fire tax, based on a $100,000.00 assessment, for the first five years of the program, which will be the start-up funds. This amount will drop significantly after that time. It is the Town’s responsibility to gather the information to put this information before the voters in our municipality.

PUBLIC COMMENT – GOOD & WELFARE OF THE COMMUNITY
Mr. Dale Dunkelberger addressed the Highway Superintendent regarding a property on Lincoln Avenue that has a crushed driveway culvert pipe. This is softening up the roadbed in the area and the water is backing up in his fields. Highway Superintendent Spark will take a look at the situation and see what can be done.
Mr. Lester Bower addressed the Highway Superintendent regarding Singer Road. The road is all broken up on the east side and it drops off on Wayne Ranney’s property. This needs to have a shoulder installed in this area to accommodate the heavy equipment. Highway Superintendent Spark will take a look at this area of roadway.
Ms. Christine Kankiewicz addressed the Town Board to register a complaint about our Tax Collector. For the past four (4) years she has not received a copy of the tax bill or a paid receipt, as her payment goes through an escrow account. Ms. Kankiewicz sighted the New York State Real Property Tax Law section 955.3 where it states that the Tax Collector is responsible to mail receipts for all taxes paid through an escrow account.
Discussion ensued regarding the “Lagoon Issue”. The Supervisors office has collected numerous questions regarding this matter. They will all be submitted to Denali to answer them.
Supervisor Bragg stated that this issue will be addressed on Monday, May 13, 2019, during the Regular Board Meeting.
Councilman Rehwaldt asked if this will need to be a Special Use Permit. Attorney Brandt stated that there is nothing specific in our Zoning Ordinance. The Zoning Board of Appeals is in charge of interpreting our zoning laws. It will be up to that board to make the final decision. Councilman Walker stated that the Zoning Board members should be invited to the May 13th meeting so that everyone is on the same page. Crop Management will be invited to attend this meeting as well. Discussion continued regarding this issue.
There being no further information to come before this board, a motion was made by Councilwoman Wittcop, seconded by Councilman Rehwaldt, and carried unanimously that the Regular Board Meeting be adjourned at 7:40 PM.
