REGULAR BOARD MEETING
July 9, 2012
The Regular Board Meeting of the Town of Royalton was held on Monday, July 9, 2012, at the Royalton Town Hall, 5316 Royalton Center Road, Middleport, New York. The meeting was called to order by Supervisor Jennifer Bieber at 7:18 PM immediately following the Public Hearing pertaining to Local Law #1 for 2012 - "Highway Standards for Low Volume Roads in the Town of Royalton".
Supervisor Bieber presented a Certificate of Appreciation to Eagle Scout Kevin Bligh for all of his hard work done on his Eagle Scout Project of building two (2) sets of bleachers and painting the front fence at Veterans Park in Gasport.

LOCAL LAW #1 FOR 2012 - HIGHWAY STANDARDS FOR LOW VOLUME ROADS IN THE
TOWN OF ROYALTON
On a motion made by Councilman Budde, seconded by Councilman Bragg, the following was

Resolved to adopt the Local Law #1 for the year 2012 entitled "Highway Standards for Low Volume Roads in the Town of Royalton". (A full copy of this Local Law will be attached to the official minutes.)

On a motion made by Councilman Bragg, seconded by Councilman Bragg, the following was

Resolved to advertise for sealed bids for Cemetery Operations for the cemeteries owned and/or operated by the Town of Royalton.

SUPPORT FOR NYS - CONTACT INFORMATION FOR VACANT STRUCTURES
On a motion made by Councilman Budde, seconded by Councilman Rehwaldt, the following was
ADOPTED AYES 5 Bieber, Bragg, Budde, Criswell, Rehwaldt
NAYS 0 None MOTION CARRIED
Resolved to support New York State regarding the proposed laws concerning contact information for vacant structures.
WHEREAS, vacant, abandoned and foreclosed homes and structures occur
from time to time (vacant structures); and
WHEREAS, vacant structures that are not maintained for months at a time
degrade and depreciate the value of the vacant structures as well as the value
of surrounding properties; and
WHEREAS, lending institutions that hold mortgages on said vacant structures
do not always provide the contact information of a responsible party; and
WHEREAS, Assembly Bill 10524 and Senate Bill 7620, currently pending,
would make it mandatory for lending institutions to provide contact information
of responsible parties regarding vacant structures; and
WHEREAS, the Town of Royalton Town Board supports the passage of said Bills.
NOW THEREFORE, BE IT RESOLVED that the Town of Royalton hereby supports
the passage of said Bills and respectfully requests that the State Representatives
who represent constituents in the Town of Royalton support the passage of said Bills.
Copies of this Resolution to be forwarded to Senator George Maziarz, Assemblywoman Jane Corwin, Co-Sponsors of this bill: Senator Michael Ranzenhofer, Assemblyman Michael P. Kearns, Assemblyman Dennis H. Gabryszak, Assemblyman Robin Schimminger.

EXTENSION OF WATER & SEWER LINES
On a motion made by Councilman Budde, seconded by Councilman Criswell, the following was

Resolved to authorize the extension of sewer and water service to property located at 8038 Rochester Road, Gasport, owned by Dr. Kaplansky and Mr. Kleinschmidt. Such extension to be 100 feet from the current service. All costs, including construction, Town of Royalton Engineer, Niagara County Health Department, etc., shall be borne by the applicants.

PUBLIC HEARING - LOCAL LAW #2 FOR 2012 - RECYCLING
On a motion made by Councilman Rehwaldt, seconded by Councilman Budde, the following

Resolved to call for a Public Hearing to hear and consider information pertaining to the Local Law #2 for the Year 2012 regarding Recycling in the Town of Royalton.
PUBLIC COMMENT - GOOD & WELFARE OF THE COMMUNITY
Mr. Scott Wymczak addressed the Town Board regarding any plans to deal with the rabid cat found on Berner Parkway. Supervisor Bieber stated that she did not know anything about it until reading it in the newspaper. Discussion ensued regarding this issue.
There being no further information to come before this board, a motion was made by Councilman Budde, seconded by Councilman Rehwaldt and carried unanimously that the Regular Board Meeting be adjourned at 7:26 PM.
