Planning Board Minutes
March 22, 2017

The Town of Royalton Planning Board Meeting was held on Tuesday, March 22, 2017, at the Royalton Town Hall, 5316 Royalton Center Road, Middleport, New York. The meeting was called to order at 7:05 PM by Chairman Kevin Covel.

The following were present:
Chairman - Kevin Covel
Absent – Jesse Bieber & Thomas Arlington
Board Members – Carol Wittcop, Heather Lewis and Patricia Hinds
Other Officials – Thomas Brandt, Town Attorney
Other Attendees – Harry Moehlau, Earnest R. Moehlau & Mike Richards

MOTION: A motion made by Carol Wittcop to accept the minutes from the February 22, 2017Planning Board Meeting.

CORRESPONDENCE RECEIVED & DISTRIBUTED:
Thomas Brandt, Town Attorney went over the suggestions to be made to the Local Law No. 1 2017 regarding Solar Energy Systems. These changes will be made and then presented to the Town Board.

A resolution will be made to do a public hearing for both the Wind/Solar Local Law as amended that we recommend to the Town Board for public review.

Motion: Carol Wittcop to accept and review and incorporate the changes made and passed on to the Town Board. Seconded: Heather Lewis ALL IN FAVOR

OPEN FOR DISCUSSION:
Site plan for Niagara Auto Werks, 7560 Dysinger Road, Lockport, NY 14094. Applicant’s name is Earnest Moehlau. The proposed use of the property is for Auto Sales, Repair Shop and Storage Units. The applicants appeared before us this evening. We can approve your concept and recommend the rezoning. A public hearing will be held because it isn’t zoned business.

Motion: To approve the concept and refer them to Zoning Board of Appeals.

Site plan for St. Michael’s Lutheran Church and Preschool, 6379 Wolcottsville Road and Fisk Road, Akron, NY 14001. Applicant’s name is Thomas Arlington, filling in for Thomas Arlington tonight is Mike Richards. The Church and Preschool would like to purchase a 4’ x 8’ size LED sign and it will be pedestal mounted. The sign will be located outside of both road right-of-ways and will be dimmed at night or turned off.

Motion: To approve the concept of the LED sign at St. Michael’s Lutheran Church and Preschool.

NEW BUSINESS:
Overlays will be our next project. Phil Gow, Chairman for the Zoning Board of Appeals will also be in invited to work with us. He has shown an interest in working on this project in the past when he was Chairman of the Planning Board. We will be looking at the surrounding areas.

Our next meeting will be Wednesday, April 26, 2017 at 7:00.
