Planning Board Minutes

 

The Town of Royalton Planning Board Meeting was held on Wednesday, September 25, 2019, at the Royalton Town Hall, 5316 Royalton Center Road, Middleport, New York. The meeting was called to order at 7:17 PM by Chairman – Kevin Covel.

 

The following were present:

Chairman – Kevin Covel

Board Members – Tom Arlington, Heather Lewis, and Patricia Hinds

Absent – Jesse Bieber, Stacey Johnston

Other Officials – Michael Hartman Other Attendees – Mike Marotta, Evan Good, Seth Wilmore, & Don & Lori Kleinschmidt

 

MOTION: A motion made by Tom Arlington to accept the minutes from the August 28, 2019 Planning Board Meeting.

Motion: Tom Arlington Seconded: Heather Lewis ALL IN FAVOR

 

CORRESPONDENCE RECEIVED & DISTRIBUTED: - None

 

OPEN FOR DISCUSSION: -

We questioned where we were at on the Overlay Escarpment Project – still in the hands of the Town Attorney.

 

Mike Hartman (Assessor/Code Enforcement Officer) mentioned that the whole county is now in a Agricultural District 1 007.

 

Fee Structures – Heather Lewis handed out a sample packet from the City of Ithaca web page to give us as an example of what is being charged in another town.

 

OLD BUSINESS: -

Dollar General wanting to put in a store on Harry Moehlau Property, 7560 Dysinger Road, Lockport, NY.

 

Staci Cranor with the Broadway Group, LLC is looking into this. Discussion ensued.

 

Dominick Ciliberto still working on building plans for a Multifamily Residential Apartment Building at 4465 Main Street, Gasport, NY.

 

Heather Lewis not receiving Talk of the Towns & Topics – Patricia Hinds to look into.

 

Lagoon – No updates

 

NEW BUSINESS: -

Site Plan approval application for 8950 Rochester Road, Gasport, NY. Mike Marotta is here this evening to discuss expanding two additional storage buildings. Each building will be 30 x 150 to the east of existing buildings. There will be no new signage.

 

A motion to approve the application for the addition of two storage buildings at the Red, White & Blue business located at 8950 Rochester Road, Gasport, NY.

 Motion: Heather Lewis Seconded: Tom Arlington ALL IN FAVOR

 

Seth Wilmore and Evan Good were here this evening from Oriden. They passed out a packet regarding

Tonawanda Solar, Community Outreach Plan, September 6, 2019. In the packet was correspondence

regarding Solar Energy Facility – Landowner FAQ’s. This solar project would be on Johnson Road.

 

Tonawanda Solar submitted the project to NYSERTA. NYSERTA makes the plans public to the community

outreach, no article 10, notify of residents within 500 feet. They currently have a lease with the land

owner. Oriden is setting up a Town Wide meeting in the near future to meet with our residents. Panels

will have a ground mount. Discussion ensued.

 

Kevin Covel mentioned that they will need to rezone the land as it is now Agricultural.

 

Site Plan approval application for 8032 Rochester Road, Gasport, NY. Don and Lori Kleinschmidt are

here this evening to discuss that they would like to build a Carwash, (automatic with a manual) and

extend to balance with possible 2 storefront with apartments above on the balance of the land. The

proposed use of the property is as follows: Residential with Commercial Frontage.

 

The Town of Royalton Planning Board declined for now, The Kleinschmidt’s must talk to Brian Cummings

(Water Department & Zoning Board of Appeals) for Varience & Special Use approvals.
