Planning Board Minutes

The Town of Royalton Planning Board Meeting was held on Wednesday, March 27, 2019, at the Royalton Town Hall, 5316 Royalton Center Road, Middleport, New York. The meeting was called to order at 7:00 PM by Chairman – Kevin Covel.

The following were present:

Board Members – Jesse Bieber, Heather Lewis, Stacey Johnston and Patricia Hinds
Absent – Tom Arlington

William Horn & Harry Moehlau

MOTION: A motion made by Jesse Bieber to accept the minutes from the February 27, 2019 Planning Board Meeting.

CORRESPONDENCE RECEIVED & DISTRIBUTED: -
The Niagara Region Construction Alliance invites us to a networking opportunity for the home building community of Niagara County. There will be a reception on Wednesday, April 10th at the Como Restaurant, 2220 Pine Avenue, Niagara Falls, NY from 6:00 pm to 9:00 pm.

We also received Bio solids Agriculture Survey.

OPEN FOR DISCUSSION: -
We continue to work on updating the Town of Royalton Comprehensive Plan in our future meetings.

OLD BUSINESS: -
Discussion regarding the Town Board Meeting held on March 11th at 7:00 pm regarding the VanBuren Farm lagoon project. It was a packed house with Nathan Carr from Denali Water Solutions (Senior Project Manager) and Vern VanBuren present. Many Royalton land owners and farmers were asking their questions regarding this project.

NEW BUSINESS: -
Site Plan approval application for 9985 Rochester Road, Middleport, NY 14105. Brenda Dunn, Valerie
Vercoysse & William Horn are here this evening. Brenda Dunn would like to open a Christmas Retail Store. The Christmas Retail Store will be open from October 25th thru January 11, 2020 for this holiday season. The sign will be on the front of the building. The property is currently zoned Commercial.
MOTION: A motion to approve the concept for a Christmas Retail Store at 9985 Rochester Road, Middleport, NY 14105.

Mr. Harry Moehlau came before us this evening to check on the progress of his project on 7560 Dysinger Road, Lockport, NY 14094. Proposed Niagara Auto Sales, Repair Shop, Storage Units and a Vineyard/Garden. This property is not zoned business. This project was then turned over to the
Royalton Town Board. The recommendation was as follows: The Niagara County Planning Board Recommended Denial because the proposed site uses will change the aesthetics of the neighborhood.

We had approved the concept upon the approval of rezoning to Business to the Town Board that would make the changes from here.

We would like to mention to the Assessor’s Office and the Building Inspector’s Office that Site Plan applicants should come to our meeting at 7:30 and not 7:00.
